T.O.R.V.A.K. vehicles generally sport lots of HP, sacrificing Armor or Shields. Physical Damage (Bullets and Ramming) is most effective. Investigating Time Capsules will reveal that T.O.R.V.A.K. is an acronym for Technological Oracles of Revolutionary Vehicles and Artificial Kineticism.
